Rents in Dubai have stopped climbing in exactly the kind of community JVC is: apartment-heavy, with a lot of new buildings handing over at once. That changes what you can reasonably ask for when a renewal notice lands. Here is what the rules allow and how to put the case.
The market has turned, though not everywhere
Figures from the consultancy Cavendish Maxwell, reported by The National in June 2026, put average Dubai rents down 1.1 per cent over the three months to May, with apartments down 0.9 per cent. Rents were still about 9 per cent higher year on year, so this is a flattening rather than a collapse. Supply is the reason: about 18,200 units were delivered in the first part of 2026, up roughly 13 per cent on 2025.
JVC sits at the front of that list. Gulf News reported in July 2026 that JVC was among the communities where tenants had the most room to move, with agents expecting new apartment contracts in softer areas to be flat or down by up to roughly 5 per cent. Bayut's report for the first half of 2026 put average annual rents in JVC at about AED 54,000 for a studio, AED 79,000 for a one-bedroom and AED 113,000 for a two-bedroom.
What your landlord is allowed to increase
Increases are capped by Decree No. 43 of 2013, and the cap depends on how far below the market average your rent already sits:
- less than 10 per cent below the average: no increase
- 11 to 20 per cent below: up to 5 per cent
- 21 to 30 per cent below: up to 10 per cent
- 31 to 40 per cent below: up to 15 per cent
- more than 40 per cent below: up to 20 per cent
The average is the one in the RERA rent index for your area and unit type, not the figure your landlord has in mind. Since January 2025 that index has been the Dubai Land Department's Smart Rental Index, which grades buildings on structure and finish, maintenance, location and facilities. Two towers on the same street can sit in different bands.
The decree gives no route to raising the rent on a flat already at or above the index average. At the average, the lawful increase is nil.
The 90-day rule decides most of these conversations
Under Article 14 of the tenancy law, a party who wants to change any term of the contract, the rent included, or who does not want to renew, must notify the other at least 90 days before it expires, unless both sides have agreed otherwise.
This is the most useful thing a tenant in Dubai can know. An increase raised three weeks before renewal does not bind you: the contract carries on as it stands. It runs both ways, so if you want a reduction, write more than 90 days before expiry rather than waiting for your landlord to open.
Check the index before you reply
The Dubai Land Department publishes a rent increase calculator on dubailand.gov.ae under E-services. It takes your Ejari contract details and returns the average for your area and unit, with the increase the law permits.
The department's own worked example: an index average of AED 80,000 against a contract at AED 60,000 is 25 per cent below the average, which falls in the 21 to 30 per cent band and allows a 10 per cent rise. That is AED 6,000, taking the rent to AED 66,000.
Run it before you answer. A calculator result is a far stronger argument than an opinion about the market, and it is what the Rental Disputes Centre would look at.
Ask for more than a lower headline rent
Landlords often resist cutting the annual figure while conceding real value elsewhere. Worth asking about:
- more cheques, which spreads the cost without changing the total
- a rent-free period of two to four weeks at the start of the term
- maintenance in writing, particularly the annual air-conditioning service
- parking included rather than billed separately
- a break clause, if there is any chance your plans change mid-term
With this much competing supply, an owner facing an empty unit has more to lose from your leaving than from a modest concession.
If you would rather move than renew
Sometimes an unfurnished annual contract is the wrong shape: a new job, a handover date that has slipped, a year you would rather not commit to. A furnished apartment on flexible terms covers that period without a fresh Ejari, a furniture budget and utility paperwork. We let furnished apartments in JVC on that basis, with bills, housekeeping and maintenance already arranged, and you can see our furnished apartments in JVC.
Where to go from here
If you are weighing a renewal against a move, it is worth knowing what a furnished apartment nearby costs for the period you need. Luxe Signature Holiday Homes is a top-rated holiday-home operator in Jumeirah Village Circle, with more than 1,500 listings on Bayut, 400 of them Signature, and Bayut TruBroker-verified agents. Tell us your dates and the size you need, and we will say what is available and what it costs.
Figures here are as of October 2026. Confirm the index position for your own unit on the Dubai Land Department portal before relying on it.
