Do you need Ejari for a short-term rental in Dubai?

By the Luxe Signature team··4 min read

Move into a furnished apartment in Dubai for a few weeks or months and you will hear the word Ejari early and often. This is what it is, why a licensed short-term stay does not come with one, and what to sort out before you book if you are living here rather than visiting.

The short answer

A licensed holiday home stay is not a tenancy, so it does not get an Ejari. Ejari is the Dubai Land Department's register of tenancy contracts. A short-term let sits under a different framework: the Department of Economy and Tourism licenses the operator and permits the unit, and the stay is treated as guest accommodation rather than a lease.

The Homefront column in The National has set out the position plainly. Residents may rent holiday or serviced apartments on a daily, weekly, monthly or yearly basis, but RERA rules do not apply to holiday homes, which fall under Decree No. 41 of 2013 and DET licensing.

So nobody is cutting a corner when your monthly stay arrives without an Ejari certificate. There is no Ejari to issue. What matters is whether you need one.

What Ejari is really for

Ejari is not paperwork for its own sake. Registering a tenancy unlocks a specific list of things, and it is worth reading that list against your own plans. A registered tenancy contract is normally what you need in order to:

  • open a DEWA account for electricity and water in your own name
  • bring a case to the Rental Dispute Centre if the relationship with your landlord breaks down
  • complete residency-related procedures that ask for proof of where you live

Registering is a Dubai Land Department service. As of September 2026 the DLD lists a fee of AED 100 plus AED 10 knowledge and AED 10 innovation fees, reaching AED 220 at a trustee centre once service partner fees are added and less online; confirm on the DLD portal.

How a licensed holiday home is registered instead

There is a register. It is just not Ejari.

Before a Dubai apartment can be advertised for short stays, DET must approve and register the unit, and the operator must hold a licence. Permits run for a year and each unit is classified as Standard or Deluxe. At check-in your passport or Emirates ID is recorded on DET's holiday homes system. A nightly Tourism Dirham applies per bedroom, for a limited run of consecutive nights rather than indefinitely; as of September 2026 the rates are widely reported as AED 10 a bedroom for Standard and AED 15 for Deluxe, so confirm on the DET portal.

One check matters more than all this reading: ask for the DET permit number for the unit you are booking. A licensed operator will give it without hesitation. Every apartment we let in Jumeirah Village Circle is permitted with DET and registered in that system, and we handle the guest registration at check-in, so our residents get a properly licensed home rather than an informal sublet. Our furnished JVC apartments are listed here.

What you can and cannot do from a short-term stay

Bills and internet. In a licensed holiday home these are included and sit in the operator's name. Simpler, but it also means no DEWA account or utility bill in yours.

Sponsoring family. Proof of accommodation is usually part of the file, and requirements change. If you are bringing dependants, check what GDRFA currently accepts before committing to a short stay.

Protection if things go wrong. The rental law and the Rental Dispute Centre are built around registered tenancies. A holiday home booking is a commercial contract with a licensed operator, so your protection comes from its terms and from DET's licensing regime. Read the cancellation and notice clauses properly.

Flexibility. This is why people choose it. No twelve-month lock-in, no agency commission or deposit on a year's rent, and you can leave.

When to take a proper tenancy instead

If you have settled on an area, know you are staying a year or more, and want your name on DEWA and your family on your own sponsorship, take a registered tenancy and get the Ejari. That is what it is designed for.

The pattern we see is people using a furnished stay as the bridge rather than the destination, and the data points the same way. Khaleej Times, reporting the UAE Short-Term Rental Index for the second quarter of 2026, said Dubai had 33,795 active short-term listings, up 10.2 per cent year on year, with close to 70 per cent of nights booked coming from stays of 29 nights or more. Those are not tourists. For how a monthly stay is paid for, see our post on paying rent monthly in Dubai.
